Distro oriented forums are most of the time dead, maybe with the exception of ArchLinux and Ubuntu. I'm not a big fan of those kinds. Their purpose is to resolve issues related to the distro. Others like Unix.com, stack exchange, linux questions, etc.., are flooded by random people and random questions. They are the "Help Desks" of the Unix community. I'm not a big fan of those either as far as community is concerned. I prefer smaller communities with a little bit of filtering on who's part of it, it strengthen the bonds between the members and the quality as a whole. However, there's a limit to this. In some places the self-esteem of the individuals is too high and their standards are far from reality. Those groups are seen by others as "*ssh*l*s" and "elites".
