Indeed, I've also found that and not only with Unix related communities.
Distro oriented forums are most of the time dead, maybe with the exception of ArchLinux and Ubuntu.
I'm not a big fan of those kinds. Their purpose is to resolve issues related to the distro.

Others like Unix.com, stack exchange, linux questions, etc.., are flooded by random people and random questions. They are the "Help Desks" of the Unix community. I'm not a big fan of those either as far as community is concerned.

I prefer smaller communities with a little bit of filtering on who's part of it, it strengthen the bonds between the members and the quality as a whole.

However, there's a limit to this. In some places the self-esteem of the individuals is too high and their standards are far from reality. Those groups are seen by others as "*ssh*l*s" and "elites".

I've been trying to find a good neo-punk-underground-hacker forum but without much findings. I've found a bunch that were almost dead but that seemed alive in the past.
I'm frequenting an IRC related to hacking challenges that also hosts an IRC-based mmorpg where we exchange "secret" info. But most of the day it's dead.

I'm browsing some online boards related to underground hacking.

There's a science magazine that I follow and I think we can say that there's some sort of community that regroups in the comments of the articles.
