With the high demands of the GitLab software, the server hosting is fairly expensive per month. If anyone is willing to help keep the git server alive, please pm me.

Every project is private by default unless that person chooses for it to be public. That is GitLab's default and I'm not entirely sure how to change it (yet).

I think he meant why we can't simply view projects without signing in, which is kind of a pain.
