Whenever an e-mail is sent. An RSS feed is another way to "subscribe" to it. All things considered, it sounds like an easier way to do this instead of mailing list. Just use a feed reader (CLI clients, on-line clients, and Emacs clients are available). Issuing another post is as easy as updating the feed XML and a subscriber getting is as easy as them checking up on it in their client.

As for the gory details, a feed reader can cache the current contents of a feed for however many minutes long the <ttl> element says so. Once that time's elapsed, the reader will check for any new updates to the source.
